Travis County Appraisal District (TCAD) announced they are not able to value houses in Austin for 2020 due to not having comparable sales data. Travis County Appraisal District simply used the same value as 2019 for tax year 2020.
It is unclear what evidence TCAD will present at the Travis County Appraisal Review Board hearings this summer. TCAD expects phone hearings to start in June. Taxpayers can request the appraisal district’s hearing evidence package. The appraisal district must provide their evidence (Tax Code 41.461) two weeks prior to the hearing.
Travis County Appraisal District cannot legally use any evidence not provided 14 days prior to the Travis County Appraisal Review Board hearing. If TCAD does not have sales data, how are they going to provide the Texas mandated Hearing Evidence Package? What information will TCAD present at the Travis County Appraisal Review Board if they do not have comparable sales? Will they simply allow property owners to prevail?
Or does Travis County Appraisal District have more single family sales evidence than they report?

Travis County Appraisal District (TCAD) announced they will send 144,802 notices of changed value. Except for new construction, none of these are residential. TCAD said they were not able to value residential property in Travis County. Travis County was able to value commercial properties, and most of the increases are for commercial accounts.
